"Bus and trolley companies sold weekly passes to reduce the time involved in collecting fares. The price of the weekly pass (usually about a dollar) gave the commuter a discount. To assure that one week's pass looked completely different from the last, a different subject was featured each week. Sometimes - at least 15 times, judging by  the examples I've found - the subject was Girl Scouting; sometimes it was to point out that Girl Scouts were selling cookies that week, sometimes the pass promoted Girl Scout camp, and sometimes it was merely a salute to Girl Scouting as a valuable community organization. The cards were colorful and attractive, and they make an interesting category in a Girl Scout collection. Typically they are about 3.5" x 2", are made of card stock, and are fairly difficult to locate."
